Subject: DHCR or Housing Court

I filed a Fair Market Rent Appeal against my landlord with the DHCR 17 months ago. It is still pending. I was told it can take another 3 years before it is all said and done. Does anyone ever take their landlord to court over this stuff to expidite the matter. Is this logical? Would it be expensive? I've heard that Housing Court id more pro-tenant than the DHCR.
