Subject: Building Filled With Thai Grill Smoke!!!

I live in a 4th floor walkup above a popular Thai restaurant (surprisingly, no bugs) - problem is, their ventilation is increasingly inadequate, and on busy nights, the entire stairwell is thick with swirling grey grill smoke - which seeps its way into the apartments as well. I've complained to both the restaurant management and the landlord several times, to no avail. I fear it is endangering my health, as well as that of my neighbors. Is this a Board of Health issue? Am I justified in withholding rent? Any insight anyone could give would be immensely appreciated! Thanks, - John
