Bed and Breakfast

I live in an upper west side brownstone with 8 apartments.
The landlord lives in one apartment. One of the owner's sisters
lives in another. There are four long time rent stabilized tenants
in four units. The other two are used as bed and breakfasts.
The landlord advertises and has people coming and going. In one month,
I counted nearly 20 different people - these were the ones I saw (I work
during the day and am very active in several organizations) - staying in
the bed and breakfast across the hall from me. Currently, the landlord is
harassing two tenants and trying to get them to leave. His plan appears
to be to convert our apartments to bed and breakfasts also.
Is anyone else coping with a problem like this??? We have gotten
no answers or guidance no matter where we turn. No one seems to know if
this is legal and permissible.
