Only dogs for the blind would qualify for disability. Try offering the
landlord a large security deposit plus an extra monthly pet rent fee. If
he does not budge, you will have to get rid of the dog or move. If you
move and break your lease he can sue you for damages. A landlord has the
right to not accept pets. They can do a great deal of property damage.
