This landlord is robbing you blind... Never let any building devices use your utilities. Go to Radio Shack and buy a phone recorder. Call to complain again and record the conversation. Then report them to the police for harrasment.

As for the Housing issue? Look up the Housing laws in the local Library... and get him/her.
