SO it appears the super gave you permission.
Now the building manager tells us we cannot install it, that we can
only replace the equivalent of what already exists, plus the floor
will only be refinished where there was water damage.
The owner's obligation is to repair that which was damaged, but as the
super had given you permission and you spent money, they should allow you to
cover the floor. It's not like you are tearing down walls or anything.
