Walls like Paper and Noisy Neighbors.

2 years ago the landlord renovated the apartment next door. The new wall
is one layer of sheetrock, as is mine, so the wall separating the two
apartments is hollow. The newest tenant's are noisy and inconsiderate, and
are using the apartment for a business as well. I have complained to the
landlord about the noise and basically was told that all of the apartments
are like that and no one else complains. Both of my downstairs neighbors
have told me that they can hear them too. Are there any laws about how
soundproof walls that separate apts. should be or how they have to be
constructed?
