This sounds like typical landlord scams. If you are going to small claims,
show you did pay on time (if you did) or shortly thereafter, but also
stress strongly that you got no notice of these charges as they
supposedly accumulated. If you got bills from the owner, show these
to show no charges. It's the owner's burden to show all these things,
but NY courts are notoriously pro-landlord, so be prepared and do your
homework.
