Can Landlord charge any amount for miscellaneous item

Dear Tenant Net: Hi, I'm hoping that you can give me some help regarding my Landlord suddenly wanting to charge tenants $25 for any trash that is left outside their door at any time. I want to know if this is something that the Landlord can do. I've lived at this particular property for 8 years (and have gone through many Landlords) and I've never incurred anything like this before. When I confront my Landlord I want to make sure that I have a legal leg to stand on because I don't feel the Landlord can charge for such a thing, and since this is a new management company I do not have a lease with them, but with the former management. Please help if you can. Thanks
