Landlord denies request for telephone

I know of a tenant living in a SRO hotel-type housing. He has no telephone, but his doctor says he should have one because of a heart condition.

The landlord refuses to permit him to have a phone. Is this purely a housing court issue, or can the tenant sue under the Fair Housing Act in federal court?

Anybody have any good ideas as to how to make a landlord behave reasonably?
