: The Housing Vacancy Survey (HVS) differentiates between Gross Rent and Contract Rent. Can someone please e-mail me at or post a message on this board explaining the difference between the two terms?

: Thanks

Yes. Contract rent is defined in the HVS as the lease rent. Gross rent is the lease rent plus utilities and fuel, if paid separately, such as electricity, gas, water and sewer, and fuel (gas, oil, etc.).

Gross rent is the factor thought to be most reliable for measuring rent burden in general terms, because housing cost rarely exclude utilities and fuel.
