Three places:
Buildings Dept., 60 Hudson St. 5th Floor. Get the application/violation
printout, then the Block/Lot Folder and plans which might be on microfilm.
As for help from people walking around who seem to know what they're doing.

HPD Code Enforcement (was 39 Broadway) but I believe now uptown (anyone
help me on that). They will tell you who owns building nad they have a
file of all HPD violations (at least the ones they haven't tossed out).

DHCR in Jamaica. Get the MBR folder and rent control cards; you may need
to do a FOIL (Freedom of Information Law) request. They will tell you
that since the new law forbids DHCR from considering info more than
four years old, they won't give it to you. Stand your ground. It's still
public info.
