Lack of Heat==Lease Cancellation?

Hi,

I have a friend who is in a dispute with her landlord over the failure to
provide adequate heat for her apartment in Rochester, NY. She has called
city building inspectors who have told her (after taking the temperature)
that the landlord was breaking the law. Heat has been provided to the other
apartments in her building (I believe there are four all together), except
for her apartment. She is witholding January rent, but she wants to just
walk away from the whole thing. Can she legally break a written lease for
failure to provide heat? Is there somewhere I can get more information on
this topic?
