Post Office Boxes

After our entire building was cut off by the post office for the boxes in our building's lobby being in poor condition(boxes without locks, door unsecured, boxes that have no labels, boxes missing doors, etc...); What is our recouse for the fact that the building's owner had been warned of the impending action for 6 months and then took two weeks to fix the boxes to the bare minimum standrds required by the post office? Do we have any legal recourse in this situation through the appropriate channels and what is it? I have read my entire lease and the words "post office boxes" do not even appear in the document.
