First document the reason you can't move in is due to the landlord
(you may need to prove it later). Then read the lease, but it may contain
some language which absolves them of responsibility. Even so, let the owner
know that you will deduct the value of rent for the time you can't move in,
and if you need to pay for hotels/storage/meals/etc., that will come out of
what you pay him in the future. You may end up in a battle which is reason
to be reasonable, but if it really becomes a problem, then enforce your rights.
