Excess Utilities

I live in a two apartment house; and in our lease it states we are required to pay any utilities that is in excess of what the Landlord determines we use for that month. I have lived in this apartment for 9 months. I have received an excess utility bill for eight monhths (one month i lived in the house all by myself). The people who live below me have a washer, dryer as i do. We have not received any utilitity bills yet. THe landlord also mentioned to me he doesn't think they can afford to pay these excess expenses. Just to mention the whole time I lived in the apartment it was with my cousin living below me and now there is a white couple living below. Not once did my landlord mention to me that he thought we couldn't afford to pay excess utilities. Is there anything I can do.??????
