We can't comment on California specifics, but in general an owner is
responsible for all normal maintenance. Check the California section
on the web site and other available sources. You should be able
to make a complaint to get a violation. But I would check to be sure that
you have the right to withhold rent. I would not pay any such bill and
notify the owner of the problem in writing -- that goes a long way if things get nasty.
