illegal asbestos removal--but no proof

We rent in NJ; our lease said there was "one pipe in basement
with asbestos; will be capsulated or removed within thirty days."
Well, it looks like the LL sent an unlicensed person down to knock
the asbestos off the pipe and make it airborn; we had a worker down
there who used to work w/ asbestos who pointed out the dust all
over the place--and also that our drinking water pipe is a rusted
gas pipe. We want to break the lease and get the hell out;
problem is, we can't get anyone in to certify the place as a health
violation. It should be the town's responsibility to test but they
do not (NJ state board of health said they should, but if they refuse,
well, we should write a letter to the mayor. some help.) How do we
get proof needed to break the lease? (we can't afford to test
ourselves--or to get a lawyer)
