Landlord extortion

I have beenlooking for anapartment, and a few weeks ago, I came across the right one. A studio up on Riverside for under$900. When I went to apply, the Landlord flatly told another in my presence thart she doesn't rent to college students and proceeded to extort, IMHO, 6 MONTHS IN ADVANCE so her neice would have a place to stay. Inmy case after disapproving ogf my career and credit rating, she "demanded" $12,000 more than a years rent in advance from me. I have no evictions, no bankruptcies and three of the write off were errors which have since been rectified. Who do I sic on this woman who discriminates on the basis of "pay me in advance"? or is it legal?
I'm originally from California. Oh, yeah, I still haven't found any palce to move to.
