I imagine you could hire a lawyer and try to withhold rent, on some kind of warranty of habitability grounds. But I do not know if the twice-monthly extermination gets the landlord off the hook.

Problem is that even total cleanliness cant eliminate a roach problem if your apartment is surrounded by filth.
