We don't know if this guy is in NYC or not, but in most places it's illegal
to evict without court process (see the material on the web page on that).
This might have been a reminder to the tenant rather than a scheduled
eviction. In NYC for a summary proceeding (housing court) they need to send
a three-day notice before even issuing a court petition. If the guy sends it
in now (certified as you suggested) there's no way he'll be evicted.
