Are you sure a washing machine violates your "rental agreement"? Most of the people I know in rent controlled apts. are able to have washing machines.
Has the super or owner seen the washing machine any time since 1992? I think there may be cases where the tenant did not have to get rid of the machine if the super saw it was there and said nothing about it, but I'm not sure about that so you should talk to a housing attorney.
