There is no standard. Some associations (not just tenant assoc) set up
bylaws, if you wish to be that formal. Get a copy of Roberts Rules of Order.
If you hire a lawyer, you should have the members authorize in writing that
the designated tenant assoc reps or attorney can act on your behalf for
housing/tenant issues (that's not the same thing as power of attorney).
A lawyer can tell you what's necessary for their representation.
