Security deposit withheld by roomate/subleaser

I lived in a three bedroom apartment in which one of the tenants acted as
a subleaser and charged the other two tenants the entire rent. He refused
to make copies of the mailbox key and never disclosed the bills.
Periodically he would request some "bill money", the amount of which could
not be verified. Naturally I refused to pay until he presented the bills.
I vacated the unit and he has yet to return my deposit, or even my phone
calls. My last message to him presented an ultimatum- pay or get sued.
Any advice on how I should proceed? Does NYC, like Philadelphia, have a
provision where tenants can sue for more than the actual deposit?
