Neighbor's Have Noisy Parrots-Help!

I am an animal lover who has lived in the same
rent-stabilized apartment for 25 years. However,
since 1994 my neighbor has had two or more par-
rots in his apartment. These creatures I do NOT
love.
All the other neighbors on our floor as well as my-
self have been upset by the squawking, screaming,
piercing noises made by the parrots at all hours,but
it's the worst when it occurs before 9 a.m. and af-
ter 11 p.m.
Since my bedroom is next to his living room, I'm
particularly affected. I was recently awakened at
12:30 a.m. by the squawking birds.
This situation goes back to 1994, but since we
were dealing with other problems in our building
and then with the recent rent wars, we haven't
been ready to take action. We're ready now. I have
written letters to this person and wrung his door-
bell, trying to approach him with a sense of humor
to no avail. We have had a previous run-in with
this tenant and a group letter did get him to stop.
We're willing to try that again. Obviously he's not
someone who is aware of the affect he has on
others.
Although pets are allowed in this building, once a
person gets a new pet and it causes problems, if
you complain within the first six months, the
management can do something. We were too con-
cerned with other things to do that in this case as
I have mentioned.
Despite this, I believe there is a nuisance law that
says we are entitled to the peaceful use of our
homes. I will be getting legal advice. Several neigh-
ors are willing to take a stand on this.
I would appreciate hearing from anyone reading
this who 1)owns parrots and has found was to have
them not disturb your neighbors 2)has dealt with
a similar situation, hopefully with some success, or any
other ideas.
