You may have to organize a few tenants and go, or prepare to go, on rent strike, so that your landlord is aware he is dealing with people who know their rights.

Many buildings have their mailboxes in the lobby beyond a set of locked doors and there is a standard Post Office approved box that the landlord installs for which the mailperson has the key. Inside is a key to the building. This is standard operating procedure. By the way, in addition to locking the building's first entrance and installing an intercom, he is probably also required by law
