Rent Increases, No Lease

After our first-year lease was up (we were never offered a 2-year
lease option), our landlord raised our rent by $100 and never gave
us a new lease. Again this year (end of our 2nd year), we still
have no lease and she is now raising the rent again. What rights
do I have?

I read that she can only raise the rent with my consent. I have the
law and sect.; however, can I sue for the back overpayment retro-
actively? I have asked for a lease. She says that if she gives us
a lease, she can't sell the apt. Can I make her give me a lease?

Please help us. Thank you.
