MAIL: Does mail have to be distributed within building?

If mail is delivered in bulk to the superintendent, is he or
building management obligated to distribute it to the apt's in building?

Assume that this internal service exists.
Assume this internal service is temporarily discontinued.
Protest from tenants causes this service to be reinstated however.
Are new tenants who moved in to the building during the no-delivery
time frame, entitled to that internal mail delivery just as the other
tenants who were there before the no-delivery phase?
