Pataki is expected to propose decontrolling apartments for those renters making $150,000 a year and paying at least $2,000 a month rent. Apartments renting for $1,000 or more would be de-controlled when the tenant moves or dies. Tenants must demand that the vacancy rate threshhold of 5% be increased to 45% to ensure the excluded apartments remain affordable went the vacancy rate begins to rise on the highly priced apartments and thus creating the illusion that the emergency for affordable housing is over.
