Water was free... now they want to charge me?

My rental has always provided water included in the rent. Now they have begun installing individual water meters in the apartments and intend to monitor them electronically and charge for water consumption. They have sent out a letter stating that we will get billed monthly for water anywhere from $15-$25 in addition to our regular rent. To me, this is simply raising my rent before my lease term is up. My question is ... can they do this? Or do they have to wait until my yearly lease is up to make this kind of change? I live in Ohio and from reading the Ohio law it seems to me that this is the same as removing a service from the original contract. I would appreciate any advice. Thanks.
