I'm glad you asked that question as we are currently working on
a new section for the web site dealing with this issue. We hope it will
be up by next week. In short, it is not a "city law" and it is
not mandatory no matter what your landlord says and you should
let your tenants know that. DHCR has issued an intimidation letter
but we advise tenants to ignore that as we believe it would never hold
up in court. It is a voluntary program designed for water conservation --
a good issue, yes, but not mandatory, and yes, people have had problems
