Vacancy decontrol was tried in the early 70's. There was alot of harrassment from building owners to drive people out of their apts.
Most people who are in rent-stabilized apartments do not have alot of money.
No one was forced to buy a rent-stabilized building.
Every building owner I know has alot of money.
(Just a few random thoughts on the subject.)
