flat rate utility charge

My gas bill has always been a percentage of the main bill in the apartment complex. The new landlords decided to make it "easier" on us by charging a flat rate all year round. They said that they would average a yearly bill then divided it evenly for payments. BUT the catch is their everage ends up being the highest bill we have ever paid. That means what? that this whole time of billing thay decided to give us a break and not charge full price. Hardly. So my question would be can they change this policy of payment in the middle of my lease? And is there any law that they have to itemize the bill that they are charging us for. They seem to pick a random number ever month. I would like to know what the entire bill costs but the public service co. will not tell me either, because the utiltity is under the landlords name not mine.
