Assembly Bill A.2A, which "makes all rent-regulated tenants subject to the same system of rent adjustments."

I had written to Assembly Speaker Sheldon Silver urging
him to support rent stabilization with no weakening
amendments. I received a letter back saying that he and
Vito Lopez had introduced Bill A.2A, which permanently
extends rent regulations.

The part of the bill that I have big questions about is
what he describes as "This legislation also streamlines the
administrative process, making all rent-regulated tenants
subject to the same system of rent adjustments."

Does that statement mean they would do away with the Tenant
Emergency Protection Act, as well as rent control as an
entity separate from rent stabilization?

Are there any other weakening give-backs implied in that
statement? What does the statement mean anyway?
