If Rent Regs Die ... What Happens to Controlled Tenants?

If the Rent Regs are allowed to expire, stabilized tenants are in place with unexpired leases of varying lengths. They would have a little time to look for a new home, if lanlord hiked the rent to an unaffordable level. But what
would happen to rent controlled tenants, who have no leases, on the day after the regs ended? If their landlords tripled rents on June 16th, would these folks be out in the street if they couldn't pay? Have the RSA and their political
pals made any provisons for this eventuality?
