Surprize! The walls are cracked and falling apart...

I've been living in my apartment with my paretnts since the mid 70's and have now succeeded them.

Back in the 70's my parents had both the bathroom and the kitchen done up with wood pannelling. Now I've decided to get rid of all that horrible wood and put everthing back to normal.

Needless to say, after years of being covered up, the walls are cracked and many of them are crumbling.

Since my parents were the ones who panneled the walls in the first place, and having kept them covered for years, no repairs were ever done to them. Now after years of neglect, major work needs to be done.

Now that the walls are exposed, who is obligated to pay for the restoration and repairs? My landlord or myself? When I've talked to the landlord, he says that he has no one available to do the work, but were I to hire my own labor, he would pay for the matierials.

Am I being taken advantage of?
