can a new landlord of less than 1 year dig info on a tenant who has lived
in a rent control apt for over 10 yrs to try to evict them?

is this illegal?
have a pi on the tenant to get proof to evict so he/she can rent the apt
at a higher rate to other?

where can one complain on a landlord who try to get rid of as much tenant
as possible after purchase a bldg to raise the rent to rent to other?
