: I am living in Cheltenham township in Montgomery County, PA. This
: suburban area is landlord-friendly; This apartment located in this low
: house community; and most tenants are minority(90%). The management is so
: poor and hostile to tenants; they like to send every kind of letter for
: the legal action!!! Yesterday they filed for $150 against the other tenant.
: they said there was a discrepency of $10 for last 15 months; The tenant got
: good credit, and one manager cut the rent, but the other manager, who took
: over, now asking the whole balance; manager never visit the house, just sitting
: in the office, and looking for old documents, and collect money.

Hate to tell you this, but most areas are landlord-friendly and the behavior
you describe happens every day to many, many tenants no matter what their
minority status is. Actually the status of "tenant" is probably why they're treated
so bad. If you have many neighbors who are treated this way, maybe it's time
you organized them and exercised a bit of collective action. Do something,
don't just complain. (no, I'm not picking on you, most tenants sit and
complain, which is precisely why we're all in a pickle).
