trying to get heat

My wife and I are wonderring if anyone has some good advice for our
situation. We live in an apartment in Milwaukee, WI in and the heat
in our apartment has been very unreliable. The building in which we
lives is old and is heated by radiators, but our radiators never
warm up the apartment. We are at the end of a heating line, and
apparently the heat shuts off before it fully heats our apartment.
We had great difficulty convincing the landlord that this was a problem
earlier in the month, and now the temperature in the apartment gets
worse as the winter gets colder. On most days over the lst week, our
apartment doesn't get much warmer than 65 degrees.
