Don't hold your breath for DHCR. You may have been lucky to catch a somewhat
sympathetic public information counselor, but the agency is definitely
run by landlord lovers and unless your landlord comes after you with a
pick-axe in front of TV cameras, you'll get no relief from DHCR. You may
get a conference where the owner has to show up and they slap his hands
with a kindergarten admonition. The harassment provisions ought to have
teeth, but the agency has consistently sought to undermine any effectiveness
they might have had. If, after a lengthy hearing, a landlord gets fined
all of $250, they often gladly pay it as a cost of doing business and
wantonly continue their intimidation campaigns. They know DHCR will ignore
the laws.
