You can't. Since 1971 Rent Control apartments are being phased out. When a
RC tenant vacates (or dies) the unit either goes free market (in some cases)
or falls under Rent Stabilization. Landlords may have waiting lists for
individual buildings, but that does not depend on the stabilized or
free market status.
