I need to know who to contact to find out if a private individual running a
HUD subsidized building can make a rule about not opening a window for any
length of time during the winter months and even threaten to evict a mentally
ill woman for doing so. This incident is taking place in Madison WI to a woman
who has lived in the building for 10 years without causing any trouble and
paying her portion of the rent on time.
