Call ConEd to finnd out exactly what is the problem. It is the landlord's
responsibility to provide safe equipment (including all gas pipes) past
the point where Con Ed enters the building. In many cases the landlord
dallies and tells tenants it is a ConEd problem. Don't believe it. Just
like any maintenance problem, you have the option of withholdinng rent
or taking a HP action when the LL delays. Find out the facts first from Con Ed.
