No gas; no cooking....

My friend Niki has an apartment which has had no gas (used by the stove) for two months. It is unclear at this point whether the problem is caused by ConEd or the apartment landlord. I believe the problem was due to a leak in the gas pipes in one of the many rented units. This created a requirement to do work on the pipes requiring a total cutoff to all units. Is there any recourse regarding rent, due to the inconvenience and added cost of eating out?
