Many times these things have to be resolved in court. Have you sent them a certified letter explaining the problem? You might have to not pay your rent. They will serve a dispossess notice and you'll have to request an inspection of your apt. from the court. How often do you call them about it? (Squeaky wheel getting the grease and all that...)
