Hats off to them. Actually the landlord has returned all but a

Based on the info in this thread we contacted DC Law Students and spoke
with the Director Ann Marie Hay. She indicated they do have a manual,
but that it's internal to their organization and she felt it wasn't
appropriate to be reproduced publically on the net. We explained we were
interested in brochures intended for the lay person, but also full text
of laws, codes, rules and regulations since brochures often treat
tenant issues on only a very basic level. She suggested one organization,
the Harrison Institute which is part of Georgetown Law School (tel: 662-9000)
has such a brochure. Maybe someone local to DC can locate a copy for us :)
Also, she indicated, much of the hard info is in the DC Code and
something called "14 DCMR" -- whatever that is.
