There's an organization called "D.C. Law Students in Court" on 7th St. NW which offers advice and legal representation to indigent tenants in the D.C. area. It's staffed by law students from the 5 local law schools, (supervised by real attorneys).
Even if you're not indigent, if you call them, they'll often give you great information over the phone. I used to work there; they know the D.C. laws inside out. Good luck!
