Fumigation for Wasps

Before I moved in last January, my landlord told me he would have the place fumigated
to remove the wasp empire above my ceiling. He said he would give me $100
to stay elsewhere, but kept putting it off. He then found out I was going to
Australia in June and had it done while I was away. He paid for the
tenant downstairs to stay 2 days at a nearby beach hotel. When I paid
my July rent I deducted for the 2 days in June that the place was
uninhabitable. He was furious and now says as of next month the rent is
$25/mo more. I was away for 22 days. My utilities are included in
the rent so it's bad enough having to pay for electricity I didn't even
use, but to pay rent for days that I couldn't have stayed here if I were
around doesn't seem reasonable to me. The place was unrentable while it
was being fumigated so there was no opportunity cost to the landlord. And
can he do a retaliatory rent increase over this? Who is being unreasonable
here? I would really appreciate your objective opinion. Thanks!
