The renewal must be on the same terms and conditions as the original lease, except for the legal rent increase.

Don't sign the rider. You should also file a complaint with DHCR for the landlord's failure to offer a proper renewal. This should get the landlord's attention and also delay the effective date of the rent increase. That should also discourage the landlord from trying something like this in the future.
: In a Rent Stabilized building, the landlord has sent RTP-8 lease renewals to tenants. The original leases and previous RTP-8 renewals did not contain any provisions about penalties for late fees.

: This year, the renewals include a rider stating that rents paid after the 10th of the month are subject to a 5% late fee. What law allows for the colletion of late fees? Can the rider be added to the terms of a lease on renewal, when it was not a condition of the original lease and previous lease renewals?
