The renewal must be on the same terms and conditions as the original lease, except for the legal rent increase.

Don't sign the rider. You should also file a complaint with DHCR for the landlord's failure to offer a proper renewal. This should get the landlord's attention and also delay the effective date of the rent increase. That should also discourage the landlord from trying something like this in the future.
