Labor Cost Adjustments can be sought pursuant to section 33.8 of the Rent and Eviction Regs. (City Rent Control). Doesn't happen too often, but it's there. Tenants can challenge them. Rent Stab does not have the equivalent. If the landlord subsequently reduces the labor for which he obtained an increase, you need to put in a complaint to DHCR.
